Pro-Poor Development (PPD-Basket)
The Basket Funding for Pro-Poor Development (PPD-Basket) is a multi-donor initiative designed to strengthen Rwanda’s pro-poor and gender-sensitive local economic development agenda. Implemented by the Ministry of Local Government (MINALOC) and the Local Administrative Entities Development Agency (LODA), the PPD-Basket focuses on improving access to quality basic services and enhancing the well-being of vulnerable populations in 16 rural districts: Gisagara, Nyanza, Ngoma, Nyaruguru, Gatsibo, Nyamagabe, Ruhango, Kamonyi, Rulindo, Gakenke, Burera, Gicumbi, Rutsiro, Nyabihu, Ngororero and Nyamasheke.
The PPD-Basket supports projects that expand and improve essential infrastructure in key sectors in local economic development such as health, education, transport, and environment. It promotes inclusive development by strengthening citizen participation—particularly of women, the poor, and other disadvantaged groups—throughout the project cycle. The initiative also reinforces national systems by using established planning, budgeting, procurement, monitoring, and reporting frameworks.
The project aims to:
Improve access to and utilization of basic public services for rural poor communities;
Strengthen local government capacities in service delivery, accountability, and inclusive local economic development;
Promote gender equality and ensure that no one is left behind (LNOB);
Support climate-resilient and environmentally sustainable development;
Enhance coordination, efficiency, and harmonization among government institutions and development partners.
Through its structured pillars and collaborative approach, the PPD-Basket contributes directly to Rwanda’s Vision 2050, the National Strategy for Transformation, the National Decentralization Policy, and national commitments on gender and climate resilience—helping transform rural communities and improve livelihoods across the targeted districts.
