Social Protection Transformation Project (SPTP)

Social Protection Transformation Project (SPTP) is a World Bank funded project which came to support the implementation of social protection programmes managed by LODA. SPTP aims “to improve the effectiveness of Rwanda’s social protection system, notably the flagship Vision Umurenge Program (VUP) for targeted vulnerable groups”.

In more specific terms, SPTP was conceived to better implement Rwanda’s social protection system by aiming to strengthen the social protection programs and delivery systems and to improve access of poor and vulnerable households to human capital and economic inclusion services.

The project will be implemented through the following four components:

  • Component 1: Strengthening of social safety net programs to accelerate human capital development
  • Component 2: Support to Economic Inclusion
  • Component 3: Transformative Delivery Systems
  • Component 4: Capacity building, policy and program coordination

Spearheaded and coordinated by MINALOC and LODA SPIUs respectively, SPTP, a USD100million project, is implemented by Districts and focuses on Vision Umurenge Program (VUP) comprising safety net projects (Direct Support, Nutrition Sensitive Direct Support, Classic Public Works, Expanded Public Works and Community/ Home Based Early Childhood Development) which should be in compliance with environmental and social safeguards. The project also supports other livelihoods development schemes including Productive Asset Transfer and Skills Development. The financing agreement between the Government of Rwanda and the World Bank was signed on September 30, 2022, and subsequently SPTP was effective on December 23, 2022 to last 4 years, i.e. until 31st December 2026.
