Community Based Health Insurance (CHBI) and other Ubudehe referral services now online

Kigali – Today on 20th February 2018, in the conference hall of the Ministry of Infrastructure was convened a press conference to launch CBHI (Mutuelles de Santé) 2018/2019 campaign and E-Citizen Complaint System. Also was launched a a massive campaign on “Dependency mindset change” amongst citizens. Organized by the Ministry of Local Government (MINALOC) which brought on board Rwanda Social Security Board (RSSB), Local Administrative Entities Development Agency (LODA) & Rwanda Online Platform Ltd (Irembo), the conference was intended to officially communicate to the public through media the new processes of paying annual CBHI beneficiaries’ contributions, access to Ubudehe data and submission of citizen complaints via mobile phones. As of now, mobile phone users can press *909# and  get Ubudehe information of their household members, then proceed with payment of CBHI contributions through MobiCash, Mobile Money, Tigo Cash/ Airtel Money, Umurenge SACCOs and Irembo platforms.  This IT system has been put in place thanks to joint efforts by LODA, RSSB, NIDA & Rwanda Online Platform Ltd (Irembo).  MINALOC has also launched its IT system named “E-Citizen Complaint System” which is meant to manage citizens’ complaints from grassroots. The system is similarly accessed through *5353# on mobile telephone, free of charge.  Speaking to the press, Hon. Minister Francis KABONEKA stated that these IT platforms are brought in to improve Government to Citizen Services. “These systems shall help citizens not to criss-cross administrative offices to get served. Moreover, cashless payment of CBHI contributions shall help avoid any kind of mismanagement of the funds”, he said.   As earlier mentioned, MINALOC officially launched a massive campaign aimed at promoting the values of self-reliance, integrity and dignity, and curbing the dependency mind-set under Ubudehe camouflage.
