Increase of basic infrastructures in secondary cities makes significant difference
Job creation, new businesses and investment aspirations, access to road networks, increase of land plot value, safe transport and security are among major impacts brought by the construction of asphalt roads with street lighting and line drainages in Muhanga, Huye, Rusizi, Rubavu, Musanze, Nyagatare Districts and Agatare Village.
These revelations were made to journalists by citizens and local leaders of these districts while on media tour from 23rd to 27th July 2018 to witness achievements of Rwanda Urbanization Development Project (RUDP). RUDP is an urban infrastructure project initiated to transform the economic geography of Rwanda by facilitating urbanization and promoting secondary cities, and to improve urban management in order to deliver basic services and promote local economic development in the six secondary cities and the CoK. Financed by the World Bank, the project was launched in September 2017 and implemented by the aforementioned Districts under the oversight of LODA, Rwanda Housing Authority (RHA) and the Ministry of Infrastructure (MININFRA). The project funding equals to a 100 USD million loan from the WB to the GoR.
Commenting on the impact of the recently completed asphalt roads in MUHANGA District, Ms. UWAMARIYA Beatrice stated that “These roads have facilitated access and added value to existing public utilities like Agakiriro (ICPC), and more development partners and investors have expressed interest in exploiting the industrial zone”.
Ms KAYUMBA Jeannette, PSF Chairperson in Rubavu District declared: “these infrastructures are really helping us much. The roads are enabling tourists to easily circulate and not get confined at one place, new buildings are getting erected, businesses are smoothly operational and people can even work overnight thanks to street lighting”.
The manager of Dayliff company (water pumps and electronics supplier), Mr. NIYONSABA Thacien, asserted that roads are key factor to business doing given that they facilitate transport of goods from one site to another. He said that they decided to set up a selling point in Rubavu District while at the same time targeting the market of Goma, Rusizi and Bukavu thanks to the Kivu Belt road passing through Karongi.
The State Minister in charge of Transport, Hon. Jean de Dieu UWIHANGANYE, revealed that the first phase of this project (RUDP1) was focused on road and line drainage construction in secondary cities as well as Agatare Village, Nyarugenge, and that its second phase will also target more roads with public lighting of about 40 Km length in industrial zones of these cities. RUDP2 will not only be implemented in secondary cities but also in satellite towns like Bugesera and Kamonyi, which is expected to commence by July 2019 (FY 2019/2010).
Collected testimonies from citizens, business doers, and Local Government leaders prove that the establishment of basic infrastructures are paramount in transforming lives. It goes without saying that commitment of the GoR and citizen engagement are leading towards the EDPRS2 target “to prioritize secondary cities as poles of economic and urban population growth that will promote sustainable development”.
