LODA HOSTS DELEGATION FROM ANGOLA
The Local Administrative Entities Development Agency (LODA) today hosted a delegation from Angola’s Social Support Fund-Institute of Local Development (FAS-IDL) as part of a study visit aimed at learning from Rwanda’s experience in social protection and community development.
The delegation, composed of senior officials and technical experts from FAS-IDL and the World Bank-supported Kwenda Program, engaged with LODA officials on the implementation of key social protection initiatives, including the Vision Umurenge Programme (VUP) and the Imibereho Social Registry System.
Discussions focused on Rwanda’s approaches to decentralized service delivery, beneficiary targeting, monitoring and evaluation systems, and community-based mechanisms that contribute to poverty reduction and improved livelihoods. The delegation also explored how digital systems and local governance structures support efficient and inclusive social protection programs.

The visit reflects the growing collaboration between Rwanda and Angola under the framework of South-South cooperation, which promotes knowledge sharing and mutual learning among African countries. Participants exchanged experiences and best practices aimed at strengthening social protection systems and enhancing community resilience.
LODA reaffirmed its commitment to fostering regional partnerships and sharing Rwanda’s development experience to support inclusive and sustainable development across the continent.
