LODA, WB & stakeholders jointly monitor the implementation of RUDP

From the 1st to 10th November 2017, a team from involved institutions in the implementation of “Rwanda Urbanization Development Project” (RUDP), namely LODA, WB, RHA, MININFRA, RTDA, embarked on reviewing and monitoring the progress and quality of works throughout all the six secondary cities (Muhanga, Musanze, Rubavu, Huye, Nyagatare & Rusizi, plus Agatare zone located in Nyarugenge, City of Kigali. This site visit was aimed at identifying underlying issues to the projects at early stage, find out adequate solutions, and keep up good practices as well.   Thanks to the financial support from the World Bank, the physical implementation of Phase I of RUDP officially commenced in September 2017 in a bid to uplift the standards of roads and drainage in secondary cities and Agatare. The project document indicates that an amount of 95 million US$ loan from WB to the GoR is to be disbursed to Districts, whereby each secondary city shall acquire 5 million US$ for Phase I. According to the presentations made by Districts and contracted companies[1], physical works have already started at all the sites, and commitment was made to accomplish the assigned tasks in less than nine months.  After visiting road and drainage construction sites, the Districts and companies were advised to keep up the pace and urged to respect WB standards especially vis-à-vis social and environment safeguards. Concerning the status of the project or work progress, and related challenges, Dr. Narae Choi, the Task Team Leader (TTL) from the WB appreciated commitment and togetherness, but outlines underlying  challenges: “We see some challenges of course with all the works with the design, with the material, with the climate, but what is really amazing is that we are working with all heart altogether from National Government teams to District Governments, and also supervising consultants and contractors. Everybody is coming together to discuss these challenges openly, which are really welcome to find good solutions on the ground. […]. I would like to underline and encourage that close coordination to continue”, she said. As a matter of recommendations, Dr. Narae Choi, emphasized on documentation and communication in these terms: “I think there is already a lot of good work in place. Going forward, I think it would be important to document the impacts of the project. So, Districts and the National Government, should really document what it was like before, what is done in progress and what will be the outcome so that the public can really see how this money made any impact and changes in the communities. And also I would like to underline that it is important to update the public as well. Citizens or community members should know what is happening and what is going to happen, so I would like to support this close communication between Government, and also consultant constructors and communities”. RUDP shall largely contribute to the GoR’s journey towards its urbanization target (35% of the population as per Vision 2020), with aim turning the secondary cities into poles of economic growth. Similar joint monitoring exercise is expected to be conducted every three months to ensure quality works under RUDP and to timely find out solutions to subsequent challenges.
