RECONNECTING MUSANZE: HOW NINE STONE-ARCH BRIDGES ARE RESTORING ACCESS ACROSS THE DISTRICT
In the hills of Musanze District, heavy rainfall and volcanic run-off have long carved ravines that cut villages off from roads, markets, and each other sometimes overnight. To address this recurring challenge, the Local Administrative Entities Development Agency (LODA), in partnership with the European Union, constructed nine stone-arch bridges across the district under a community-based approach. The result: reconnected communities, hundreds of jobs created, and national recognition for a distinctly durable form of infrastructure.
The project delivered stone-arch bridges at nine locations namely Rwebeya I, Rwebeya II, Rwebeya III, Kiryi, Susa, Buhoro, Buremo, Kanywambogo, and Muhe. Each bridge restores a crossing point that had previously left the surrounding community exposed to seasonal flooding and erosion, connecting residents back to roads, schools, health facilities, and markets.
The project represented a total investment of 468,310,980 Frw and was delivered under a community approach in partnership with the European Union, combining local labor with technical oversight to ensure quality and durability.
Unlike steel or concrete bridges, stone-arch bridges rely on compression alone, no rebar, no welded joints, which is why well-built stone arches can last well over a century with minimal maintenance. They also cost less to build in areas like Musanze, since the stone is sourced locally and construction is labor-intensive rather than machinery-heavy, which is part of why the project created an estimated 480 local jobs.
Environmentally, they avoid the heavy carbon footprint of steel and cement production, require no chemical coatings or rust-proofing, and their arch shape naturally handles the fast-moving water from Musanze's volcanic run-off and heavy rains better than flat-decked bridges. The trade-off is that they are best suited to foot, moto, and agricultural traffic rather than heavy modern vehicle loads which fits exactly what these rural crossings were built for.
For farmers in the sectors served by these bridges, the impact is immediate and practical: produce can now reach markets without being delayed or lost to impassable streams and ravines, cutting travel time and reducing post-harvest losses. For the communities involved in construction, the project also translated into direct income, with an estimated 480 jobs created during the build.
Beyond individual households, the project has had a district-wide effect: Musanze District received a national recognition award from the Ministry of Local Government (MINALOC) in acknowledgement of the quality and impact of the bridges a mark of confidence in the community-based, locally-anchored approach LODA and its partners used to deliver them.
The Musanze stone-arch bridges illustrate an infrastructure approach that goes beyond simply restoring connectivity: it is cost-effective, environmentally sound, and directly beneficial to the communities that build and use it. As LODA continues to invest in rural connectivity across Rwanda's districts, this project stands as a practical example of how thoughtful, locally-grounded engineering choices can deliver lasting impact for people, for local economies, and for the environment.
