STRENGTHENING INCLUSIVE SOCIAL PROTECTION:LOCAL LEADERS TRAINED ON DISABILITY GRANT PILOT
The Local Administrative Entities Development Agency (LODA), in collaboration with the Ministry of Local Government and the National Council of Persons with Disabilities, with support from the EPR Technical Assistance Facility, conducted a two-day training for District and Sector staff on the Disability Grant pilot.
Held in Rwamagana from 25–26 March 2026, the training brought together local government officials from Bugesera, Gisagara, and the City of Kigali districts selected to pilot the initiative.
The training aimed to equip participants with the necessary skills to effectively implement the Disability Grant. Key areas covered included beneficiary targeting, enrollment, verification, payment processes, as well as community engagement and grievance handling mechanisms. Strengthening these capacities is essential to ensure efficient and transparent delivery of the program.
The Disability Grant represents a significant milestone in Rwanda’s social protection system. It is the first dedicated individual cash transfer designed specifically for persons with disabilities under the Vision Umurenge Programme (VUP). The initiative targets individuals classified in disability Categories 1 and 2 who are living below the poverty threshold.
By prioritizing the most vulnerable, the program promotes a more inclusive and rights-based approach to social protection, ensuring that no one is left behind. The pilot will also provide critical insights to inform future scale-up and strengthen service delivery across the country.
Through continued collaboration among government institutions and partners, Rwanda is taking concrete steps toward building a more inclusive and equitable social protection system.
