STRENGTHENING SOCIAL PROTECTION TRAINING CAPACITY IN RWANDA
The Local Administrative Entities Development Agency (LODA) and the Ministry of Local Government (MINALOC), in collaboration with the Technical Assistance Facility, have taken a significant step toward enhancing the delivery of social protection services in Rwanda. Following a comprehensive capacity needs assessment, the institutions identified critical skills gaps within the Social Protection sector and developed a tailored capacity building plan to address them.
As part of this initiative, a five-day intensive training was held from 11–15 August 2025 for the Social Protection Training Management Team (SP TMT). This team, composed of staff from both LODA and MINALOC, plays a central role in overseeing training activities for social protection programs across the country. The training aimed to strengthen their technical expertise, refine their planning skills, and enhance their ability to deliver high-quality, consistent training in line with sector needs.
Participants gained practical knowledge and tools to plan, develop, and coordinate trainings that respond effectively to the realities of Rwanda’s social protection programs. They were also equipped with techniques to ensure training content is standardized, relevant, and aligned with the approved Social Protection Training Framework. By investing in these skills, LODA and MINALOC are laying the foundation for more coherent and impactful capacity building efforts.
This initiative reflects the Government of Rwanda’s commitment to professional excellence and continuous learning in the Social Protection sector. Strengthened training management capacity will help ensure that frontline implementers are well-prepared to deliver quality services, ultimately improving the well-being of vulnerable households and contributing to the country’s broader development goals.
