Training of Trainers on Ubudehe categorization review kicks off at provincial level
Preparations for Ubudehe categorization and review process have now reached a determining stage. Today on 17th June 2019 there was launched a two day training of trainers at provincial level in order to fast-track Ubudehe categorization process. By Ubudehe categories, reference is made to the classification of Rwandan household according their economic life standing. Ubudehe information make up a very important planning tool in various socio-economic development programmes including Vision 2020 Umurenge Programme (VUP).
Conjointly organized by MINALOC, LODA and the civil society platform, this training session comes in to exchange ideas on the review process after collection of public views on Ubudehe categorization and subsequent deliberations and analysis made by representatives of the central government (MINALOC, MINEFOFIN, LODA, NISR), the civil society (TI-Rwanda, Never Again Rwanda), and media (Pax Press). Points of discussion on this matter with local government representatives include: the number of Ubudehe categories, criteria/description and naming of each proposed category, the categorization methodology, and transition from one category to another – graduation.
Mr. HAVUGIMANA Joseph Curio, Communication Specialist at MINALOC, revealed that “the consolidated feedback from the general public indicated that most citizens (48.8%) suggested five Ubudehe categories and that the categorization exercise shall be conducted at Isibo level (15 households). Reviewed Ubudehe categories are expected to be effective by 31st July 2019”, he added on.
This training session is happening concurrently at Nobleza Hotel in Kigali City, Rwamagana in East, Karongi in West, Huye in South and Musanze in West. Further stages of Ubudehe categorization process shall include testing the proposed categories, piloting and rolling out the process countrywide.
