Exiting Poverty in Rwanda - Basket (EPR - Basket)
The Existing Poverty in Rwanda – Basket (EPR-Basket) is a multi-donor social protection initiative supporting the Government of Rwanda’s efforts to reduce poverty and strengthen inclusive social protection systems.
The Government of Rwanda signed an agreement with the United Kingdom’s Department for International Development (DFID), now the Foreign, Commonwealth and Development Office (FCDO), together with the Swedish International Development Agency (Sida) to provide financial support to the EPR Programme.
Through this partnership, financial assistance equivalent to £58.5 million was committed to support EPR implementation from May 2020 to 31 March 2026
More recently, KfW Development Bank joined FCDO and Sida to establish the EPR Basket Fund, providing additional financing of €18 million to support the implementation of social protection activities from January 2026 to 30 June 2027.
The EPR Basket Fund supports the implementation of key components of Rwanda’s Vision Umurenge Programme (VUP), which aims to reduce poverty, strengthen household resilience, and promote socio-economic inclusion.
