Mandate

LODA was created to facilitate the coordination of strategic planning and financing of districts, cities and the City of Kigali, as part of supporting the decentralization policy. Its main purpose is to spur local economic development (through developing local infrastructures, creating business and job opportunities, etc.), as well as social protection and graduation out of poverty to ensure the well-being of citizens.
