Local Economic Development (LED)

The National Strategy for Transformation (NST1), the Government of Rwanda’s seven-year implementation programme for 2017-2024, prioritizes inclusive economic growth, job creation, and private sector-led development. Local Economic Development (LED), which includes Community Development (CD), is a critical element to achieving these growth objectives. The Ministry of Local Government (MINALOC) is the lead ministry on LED and CD, with LODA as the key agency under MINALOC mandated to implement LED with local governments.

LODA is responsible for coordinating all activities related to the implementation of LED at the level of local governments. LODA is tasked with:

  • Mobilizing funds for the districts to implement the set LED priorities (both infrastructure and non-infrastructure).
  • Ensuring that the funded infrastructure projects have an important and sustainable economic impact.
  • Serving as the secretariat of the LED Technical Working Group.
  • Organizing Districts and technical ministries planning and budgeting consultations to ensure implementation of national and district LED priorities.

Infrastructure development is crucial for LED. There has been significant investment in LED since the inception of the LED policy. Local government is supporting the implementation of the National Strategy for Transformation in 14 sectors,  including agriculture, decentralization, education, energy, environment and natural resources, health, private sector development, transport, urbanization and rural settlement, WASH, and social protection.
